ACQUISITION SME/PROGRAM MANAGER

Position Description:

The Acquisition SME/Program Manager will act as the industry expert for acquisition and procurement processes for the Federal Government Acquisition process. Can manage pre-determined and recurring cradle to grave contract administration/management duties. Serves in a management role as the company’s site lead responsible for performance of the acquisition team. Functions may include acquisition planning, proposal solicitation preparation, market research/analysis, source selection and administration of terms and conditions, cost/price analysis, negotiation, preparation of contract modifications, evaluation of performance, contract termination, and contract closeout. Knowledge and experience with cost reimbursement/cost sharing contracts and review of claims and equitable adjustments. Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities. Extensive knowledge of the FAR and/or DFAR.

 

Specific Duties and Responsibilities:

  • Program leader, responsible for providing FAR Subject Matter Expertise, and leadership among the projects.
  • A recognized expert in acquisition management and project management
  • Motivates and drives team performance and reviews work products to ensure consistent quality
  • Guides team with standard processes
  • Site lead, responsible as the communicator of status of active projects and reporting results.
  • Responsible for planning, assisting with establishing, or review contracts, programs policies or procedures
  • Assists in the formulating and administering of polices and procedures to ensure achievement of Federal socio-economic goals, such as those affecting small businesses, labor surplus areas, and disadvantaged business firms
  • Developing acquisition strategies and managing procurements. This requires specialized knowledge of acquisition policies and procedures to meet and reach agreement through discussion with a program office to produce best in class requirements documents

 

Qualifications:

  • Minimum 15 yearsexperience with Government contracting and Government buying as a Government Contract Specialist, Contracting Officer, or Acquisition Program Management
  • Applicants must have a Master’s degree from an accredited educational institution authorized to grant Masters degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Expert knowledge in pre-award contract support and post-award contract management
  • One of the following Contracting related certifications: DAWIA Contracting Level III, or FAC-C Level III, or suitable equivalent certification required

 

Knowledge, Skills and Abilities:

  • Contracting experience with FAR 8.4, 12, 13, 15, and 16.505
  • Knowledge of negotiation techniques and skill in devising negotiation strategies to recommend to the Government Contracting Officer in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments.
  • Knowledge and skill in applying analytical and evaluative techniques to new acquisition requirements to support innovative, effective and efficient acquisition strategy development and implementation support.
  • Knowledge and skill in applying analytical and evaluative techniques to the evaluation of contract proposals and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect acquisition.
  • Knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant program administration.
  • Must be proficient in MS Excel, MS PowerPoint, and MS Word.
