Seventh Sense Consulting seeks a Subject Matter Expert to join our team to provide program support on high- visibility and mission critical aspects of the program to include subject matter expertise in Information Technology to support clients in the Information Technology field.

Responsibilities:

  • Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, costs, and milestone schedule.
  • Conduct research and analysis of past purchases of information technology (IT) products and services and review current market value of the IT product or services.
  • Conduct market research to identify potential sources and contract vehicles.
  • Initiate, supervise, and/or develop requirements from project inception to conclusion for complex to extremely complex programs.
  • Provide strategic advice, technical guidance and expertise to program and project staff.
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client- specific or mission critical challenges/issues.
  • Consult with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Support program offices in documenting small business capability analysis.
  • Prepare solicitation and related documents to include Determinations and Findings (D&Fs), Justifications and Approvals (J&As), Memoranda for Record (MFR) and other necessary file documents.
  • Draft written documentation to support source and award determination including pre-negotiation memoranda, post-negotiation, D&Fs, MFRs, Contracting Officer Representative (COR) Appointment Letter, unsuccessful offeror letters, and associated documentation.
  • Provide contract administration services including responding to inquiries, recommending changes, coordinating and drafting modifications, alerting the COR and Contracting Officer (CO) to any issues that may arise, drafting documentation and correspondence, and contract closeout.

Required Skills:

  • 10-15 years of experience providing subject matter expertise in the Information Technology field to include requirements development.
  • Knowledge of various contract types and the federal acquisition contract life-cycle process.
