Overview:

  • SSC is seeking a qualified acquisition consultant to be part of a newly formed acquisition support team in direct support of the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) Advisory & Assistance Services (A&AS) contract.  The contract’s overall objective is to provide a full range of acquisition services to support the CTR mission.
  • The ideal candidate will be comfortable working independently to prepare acquisition paperwork and provide acquisition support consistent with DTRA acquisition policies and processes.  Candidate will support the CTR acquisition requirements in one or more of the following ways: general support, source selection, market research, cost estimating, and award boards and CPARS reporting, and cost/estimating database improvement and maintenance. The ideal candidate will have experience with the full lifecycle of federal government acquisition process.

 

Responsibilities:

  • Support the requirements development process and assist in drafting Statements of Work, Performance Work Statements, and Statements of Objectives.
  • Assist in developing cost estimates based on market research results.
  • Plan and assist with the conduct of market research and Technology assessments appropriate for the nature of the acquisition project.
  • Assist with the creation and coordination of acquisition and contracting strategies and plans
  • Support the development of source selection plans, evaluation criteria, and support the source selection process
  • Guide the government requirements owners through the acquisition pre-solicitation and contract award process by preparing meaningful schedules and timelines and using these schedules to manage expectations throughout the acquisition planning and contracting process.  This will require gaining a thorough knowledge of DTRA’s acquisition and procurement process and understanding the specific requirements of a complete and compliant Procurement Request (PR) for submission to the contracting activity.
  • Support the post award contract performance phase of contracts by assisting the assigned CORs as needed.

 

Required Qualifications:

 

  • Bachelor’s Degree
  • Minimum of 5-8 years of Government Acquisition or Contracting experience

 

Desired Qualifications:

  • Bachelor’s degree in Business or Technology fields or MA/MS is desired
  • Relevant Professional Certification (DAWIA Level II in PM or Contracting; FAC-C Level II; FAC-PM Level II)
  • Demonstrated knowledgeable of FAR requirements.
  • Experience with sole source and competitive acquisitions involving FAR Part 15, Part 16, and Part 13. Experience using of acquisition tools to support acquisition.
  • Experience providing financial management activities like developing Rough Order of Magnitude estimates (ROMs), proposal cost/price analysis, and using other financial management tools.
  • Experience developing acquisition decision support products like Market Research and Technology assessments.
  • Prefer experience with DOD or DTRA acquisition processes with an emphasis on source selection processes, market research approaches, award board, cost estimating to include drafting of independent cost estimates, and/or CPARS reporting.
  • Eligible for a Top-Secret Clearance if support requires this higher level clearance.
