CONTRACT ADMINISTRATOR III

General Responsibilities:

  • Provide professional and administrative services to the NASA Langley RC Office of Procurement, including, but not limited to: preparing Request for Information, Quotes, and Proposals, contracts, agreements, TO/DO/POs, interagency acquisitions, and acquisition award documentation and administration; and file maintenance.
  • Establish a mechanism for tracking and processing all procurement activities. The below procurement actions shall be awarded and administered consistent with the regulatory requirements set forth in the Federal Acquisition Regulations (FAR)/NASA FAR Supplement (NFS), other NASA regulations (e.g., Procurement Information Circulars (PICs)), and LaRC OP Organizational Procedures.
  • Interagency Agreement Support
  • Commercial Acquisition Support (FAR 12 and FAR 13.5 procedures)
  • Simplified Acquisition Threshold (SAT) Support
  • Utility Service Agreements Support (FAR Part 41)
  • Contract Funding Support: receive PRs, monitor funding status and initiate funding modifications on select LaRC support service contracts identified by the TM. Provide the designated NASA Contracting Officer (CO) a complete modification file for execution. Once executed, the Contractor shall finalize the modification award in the contract system and distribute the modification appropriately.
  • Contract Support: Provide support to award and administer non-commercial contracts by providing acquisition planning assistance, solicitation development, preparation of award documents, file documentation and contract administration services in accordance with the FAR and NFS including but not limited to Parts 14, Sealed Bidding, 15, Contracting by Negotiating, and 42, Contract Administration and Audit Services.
  • Award and Administration Responsibilities: Responsibilities associated with the procurement actions identified above require performance of all facets of the procurement process leading up to award.
  • Accept the PR upon PR receipt. Collaborate with the customer to ensure all required documentation (e.g., LF 17PR, specifications/description, brand name/sole source) is received and acceptable for procurement action.
  • Post announcements. Submit to the CO, or designee, all required documentation for signature prior to proceeding to the next procurement phase (e.g. sole source, solicitations).
  • Submit a completed award/modification and accompanying file to the primary CO, or designee, for execution. Once executed, release the award in the contract system (if applicable) and distribute the award/modification to the vendor/customer.
  • Monitor resultant awards to ensure products/services are provided on time.
  • Perform administrative functions that include but are not limited to preparation of award delegations, exercise of option determination, incremental funding, and other modifications.
  • Coordinate and document past performance evaluations on resultant awards in the Contract Performance Assessment Reporting System (CPARS). Initiate the Langley Form (LF) P42, Contractor Performance Evaluation, to the technical representative for completion. Once returned, upload the information into the CPARS and route to the Government Assessing Official (AO) for processing.
  • Send actions to the Closeout Contractor for closeout once the delivery date or period of performance has passed, and all items and services have been delivered.

Qualifications:

  • Bachelor’s Degree with a concentration in business, or 24 credits in business related coursework from an accredited college.
  • Highly desirable: DAWIA or FAC-C Level II or higher
  • Minimum of Four (4) years of relevant experience (government 1102 and/or contractor support to federal contracting agency)
  • In-depth working knowledge of federal procurement regulations and policies, and the ability to perform complex contracting functions, and be knowledgeable and experienced using electronic media, including Microsoft Office (Word, Excel, PPT, etc.).
  • Ability to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution, as well as have experience training more junior personnel on the same.
  • Proficiency with the use of Adobe Acrobat Pro and Microsoft Office programs, such as Word, Excel, PowerPoint, and Outlook in the performance of day-to-day activities is required.
  • Proficiency with government agency systems (FPDS, SAP, contract writing system(s)) is required, to include the capability to train more junior personnel on the same.

 

Skills:

  • Ability to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution, as well as have experience training more junior personnel on the same.
  • Proficiency with the use of Adobe Acrobat Pro and Microsoft Office programs, such as Word, Excel, PowerPoint, and Outlook in the performance of day-to-day activities is required.
  • Proficiency with government agency systems (FPDS, SAP, contract writing system(s)) is required, to include the capability to train more junior personnel on the same.
  • The candidate shall have excellent writing skills and be able to communicate effectively both orally and in writing.
  • The candidate shall also be intimately knowledgeable with the Federal Acquisition Regulation (FAR) as demonstrated by identifying the various Parts of the FAR that justify pre-award and post-award contracting actions. Specific familiarity with FAR Part 12 and 15 as the basis of contract solicitation and award is required.
