Description

Position Summary:

Provide professional and administrative Contract Administration services to NASA Marshall Space Flight Center pursuant to standard concepts, practices, and procedures as described within the Federal Acquisition Regulations for pre-award and post-award acquisitions. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a manager. Ability to aid in the preparation of contractual provisions and the administration of contract proposals; proficient in preparing solicitations and negotiating specifications and contractual provisions.  May assist in training more junior personnel.

Specific Duties and Responsibilities:  Successful candidate will be assigned to support a specific work group within the customer’s Agency.  Initial work assignments will be 100% telework with the objective to phase in Center on-site presence over time as the Center re-opens from closings due to the pandemic.  Tasks may include some or all of the below procurement actions, to be awarded and administered consistent with the regulatory requirements set forth in the Federal Acquisition Regulations, NASA regulations, and MSFC Organizational Procedures:

  • Interagency Agreement Support
  • Commercial Acquisition Support (FAR 12 and FAR 13.5 procedures)
  • Simplified Acquisition Threshold (SAT) Support
  • Contract Funding Support: receive PRs (Procurement Requests), monitor funding status, and initiate funding modifications on contracts identified by the Technical Monitor Provide the designated Contracting Officer a complete modification file for execution.  Once executed, finalize the modification award in the contract system and distribute the modification to appropriate recipients.
  • Pre-Award Contract Support: provide support to award and administer non-commercial contracts by providing acquisition planning assistance, solicitation development, preparation of award documents, file documentation and contract administration services in accordance with the FAR including but not limited to Parts 14, Sealed Bidding, 15, Contracting by Negotiation, and 42, Contract Administration and Audit Services.

Required Qualifications:

 

  • Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • 2-4 years of Federal government 1102-type experience.
  • The candidate shall have excellent writing skills and be able to communicate effectively both orally and in writing, in person and through media such as video conferences and teleconferences.
     

Knowledge, Skills and Abilities:

  • Knowledge and skill in applying analytical and evaluative techniques to the Federal Government contracting field.
  • Ability to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution
  • Knowledge and skill in researching basic acquisition procedures and requirements in the Federal Acquisition Regulations.
  • Must be proficient in MS Excel, MS PowerPoint, and MS Word, and should have some experience performing inputs/outputs to the FPDS-NG system.  Must have experience with some government contract writing tool/system; NASA uses SAP and PPS.
