Position Summary:

  • We are looking for candidates with experience supporting Federal Government contracting offices, either as former 1102 civilian/military, or as contractor support.  This position will support the Contracting Officers on the complete range of procurement-related tasks for both pre and post-award activities and develop the necessary file documentation utilizing applicable NASA Policy and Federal regulations such as the FAR and NASA FAR Supplement.  This includes coordinating with the Contracting Officer for input, guidance, recommendations, and ultimately review and approval of procurement related tasks.   
  • This position is initially full time telework with intermittent visits to Wallops (Virginia) for pickup of work files when necessary.  When Wallops (Virginia) re-opens for on-site work, individuals will be required to work onsite from partial to full time as the Government Customer directs.  This will be part of a planned “return to site” over a period of time and the details of this are not yet known.  All Applicants must be prepared to verify no Conflicts of Interest will exist as defined in FAR 3.11 and 9.5.  


Responsibilities

  • This position will support Contracting Officers by performing procurement and contract administrative duties required in support of both fixed price and cost reimbursable contract types, as well as commercial and non-commercial contracts as defined in FAR Parts 12, 15, and 16.   Individual shall develop and maintain necessary file documentation to support pre and post-award activities.  This includes development of complex documents such as Justification for Other than Full and Open and Full Competition, Determinations and Findings, Deviations/Waivers, and other Memorandums to File as required to support the assigned contract actions.
  • The successful candidate shall perform 533 analysis, process invoices/vouchers for Contracting Officer approvals, support issuance of contract modifications, including Undefinitized Contract Actions (UCAs), support contractor performance evaluations (e.g. CPARS, Award Fee determinations, etc), and draft various procurement letters.
  • The successful candidate will maintain and update the various office contract administration tracking tools to allow timely statuses and briefings to senior management on the most current status for all contract activities and changes. 
  • The successful candidate will assist in, or perform data gathering activities as may be required to support ad-hoc assignments such as Freedom of Information Act (FOIA) requests, internal and external audits/inquiries, status reports, building PowerPoint charts for presentations, and other requests for information supporting the Procurement Office.
  • Some of the task assignments will also require support for performing pre-award and post-award contract cost/price analysis, including analytical tasks such as evaluating contractor proposals, implementing technical evaluations, developing Excel pricing models that are necessary for the analysis and developing negotiation positions for the Contracting Officer’s approval, including development of Prenegotiation Position Memorandums (PPMs), Price Negotiation Memorandums (PNMs), and other documentation as necessary for the Contracting Officer to support the contract action.  This task also requires supporting Government negotiations on assigned actions.   

 
Required Qualifications

  • Bachelor's Degree
  • 4+ years of Federal government 1102-type experience.
  • Familiar with researching in and applying standard concepts, practices, and procedures within the Federal Acquisition Regulations.  
  • Ability to aid in the preparation of contractual provisions and the administration of contract proposals, proficient in preparing RFP/RFQs for contract modifications, and negotiating contract specifications and contractual provisions. 
  • Actual experience in performing pre-award and post-ward cost and/or price analysis is a plus. 
     
Skills
  • Comfortable working with files on a SharePoint Site 
  • Proficient and confidence working with Word, Excel, and/or PowerPoint for document preparation and briefings
  • Proficiency and confidence in learning and with working within IT systems and tools (some PC based; some NASA system based) and proactively reaching out to resolve any computer/systems/tools issues which are dependencies for completing work assignments.  Most commonly used systems/tools include FPDS-NG, SAP, PPS, FBO, CPARS, IRIS, EPDQ, and NCWS.  Candidates are encouraged to identify government IT tools with which they are familiar and their purpose to determine relative purposes and comparable skills. 
  • Actual experience working within a virtual team via telework, to include video communications, accessing remote systems for document preparation and data entry, and proactively working with customers to ensure ongoing constructive communications are occurring. NASA principally uses Microsoft Teams for communications and collaboration so familiarity with this or equivalent video conferencing/collaboration tools is required.

  • Proactively maintaining schedule integrity and workflow visibility on assignments so the Task Lead is current on task status every day for customer visibility.
