Overview:

We are looking for a Senior Acquisition Program Manager:

 

  • Assist Department of the Defense customer with requirements development and acquisition package preparation. Coordinate with associated program office personnel to development actionable acquisition packages for hand off to the Acquisition Directorate for procurement. Assist in management of the program office’s contracts portfolio. Assist the program office with post award contract management and oversight.
  • Focus on acquisition planning, market research/analysis, cost estimates, requirement document preparation, program office coordination, quality assurance surveillance plan, contracting officer’s representative coordination.

 

Specific Duties and Responsibilities: 

 

  • Support a Department of Defense University requiring activity with expert pre-award and post-award support. Coordinate with the requiring activity to assemble actionable requirements package during the requirements development phase of the acquisition life-cycle. Further, assist with the tracking and management of contracts post-award through contract closeout. Serve as liaison between the acquisition directorate and the requiring activity.
  • Assist the customer by providing professional acquisition planning in support of a variety of requirements. This includes requirements document development, market research, and independent cost estimate development
  • Assist the requiring activity with the management of their contracts portfolio to ensure timely execution of all necessary contract actions to prevent any breaks in service and provide visibility of all contracted effort.
  • Assist program office in their contracting officer’s representative (COR) program to ensure adequate oversight of the contracted effort from award through contract closeout. Provide advice and assistance to the requiring activity to maintain each project within cost, schedule, and performance goals.

 

Required Qualifications:

 

  • US Citizen
  • Active Tier 3, Secret Clearance (or ability to obtain one)
  • Master's degree in contracting, management or business
  • 10+ years acquisition (contracts) experience (5 of which in the Department of Defense)
  • Pre- and Post-Award Contracting Expert. Acquisition planning, market research, and drafting technical requirements. Assisting customer with requirements packages. Assist program office with managing requirements post-award
  • Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities
  • Experience managing a diverse and complex contracts portfolio
  • Contracting experience with FAR 8.4, 12, 13, 15, and 16.505. Additional experience with FAR Part 42
  • Program Management experience responsible for cost, schedule and performance
  • Excellent oral and written communication skills
  • Ability to start in the next 60 days

 

Desired Qualifications:

  • One of the following Contracting related certifications: DAWIA Contracting Level III, FAC-C Level III or CPCM
  • PD2 contract writing system experience is a plus
