Overview

 

  • Provide pre-award and post-award acquisition support services involving research, analysis, and review of applicable regulations, departmental policies, procurement instruments (e.g., modifications, orders, etc.). Procurement actions range from very simple to highly complex and include both Firm Fixed Price and Time and Materials/Labor Hour Order types.Primary focus of this position will be on the procurement of supplies and commodities, but the ability to support services acquisition will also be required. Provide advice and recommendations as deemed appropriate and necessary to support the Contracting Officer’s decision-making process. At the senior level the candidate will interface with senior government representatives and may be asked to provide oversight and coaching to other SSC team members.

Responsibilities
           

Responsible for preparing, examining, analyzing, preparing for negotiations and revising contracts for Contract Officer signature. Includes all pre-award activities to include market research, acquisition planning, requirements analysis and documentation, solicitation, evaluation, cost/price analysis, award processing, notification, award posting, and post-award support. Responsibility also include distribution and posting of awarded actions. The focus of this position will be on supporting services, products and commodity acquisitions.

  • Responsible the preparation and revision of contracts that involve purchase of sale of goods and services
  • Responsible for the acquisition, distribution, and store of equipment and supplies
  • Oversee administration of contracts
  • Prepare contract briefs and revisions, summarizing contractual requirements and budgets.
  • Maintain detailed and organization contract files
  • Prepare contract change notices, monitor contractor performance, including reporting and status of contract deliverables
  • Perform contract closeout activities
  • Provide contract summaries and ensure contract execution in accordance with agency policy

Required Qualifications
        
  • Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • 8-12 years of related Contracts/Acquisition experience required.
  • In-depth working knowledge of federal procurement regulations and policies, and be knowledgeable and experienced using electronic media, including Microsoft Office (Word, Excel, PPT, etc.).
  • One of the following Contracting related certifications: DAWIA Contracting Level III, FAC-C Level III or commercial equivalent required

Knowledge, Skills and Abilities:

  • Excellent writing skills and be able to communicate effectively both orally and in writing.
  • Knowledgeable with the Federal Acquisition Regulation (FAR).
  • Ability to utilize GWAC and GSA contract vehicles.
  • Ability to quickly grasp procurement terms, methodologies, and processes, prepare contract files and associated electronic documentation and create procurement actions (e.g., contract, order, mod) for contract execution.
  • Proficiency in contract writing systems such as Comprizon, PRISM, PD2, and/or CLM. This agency employees Comprizion as their contract writing system.
