Responsibilities

  • Responsible for overall business analysis recommendations and reports for this project. Applicant must have demonstrated ability to ensure reports and deliverables meet expectations, and are of outstanding quality, and to interface with senior contractor managers. Individual provides expert contracting consultation and program analytical activities. Reviews project execution regularly (at least quarterly) to ensure contractual and financial objectives of –MA-64 support service contractors are completed. The position requires an individual with demonstrated evidence of use of excellent oral and written communications skills, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment.
  • The Sr. Acquisition Specialist will ensure a high level of customer service in performance of its duties. Duties include but are not limited:
  • Assists with developing solicitations and funding opportunity announcements (FOA). Assists with determining specific contract and assistance language, terms and conditions, and clauses. Assist with selecting the appropriate type of contract and coordinate with socioeconomic specialists relative to special programs. Assists with determining minimum or maximum contract limitations, method of award, transportation and delivery, and publication and distribution of solicitations. Evaluates bids or offers submitted, determines responsiveness to the solicitation, evaluates offeror's capacity to perform and comply with contract clauses and specifications, coordinates with technical specialists, prepares evaluation reports for source selection officials and evaluates protests and mistakes in bids. Assists in planning and developing solicitation and FOA requirements, economical quantities, market conditions, delivery requirements, industry capabilities, specifications required, and capability assessments.
  • Assists with determining reasonableness of costs or prices offered. Performs cost and price analysis, analyzing industry pricing practices applicable to assigned requirements and economic developments relative to increased material, labor, or transportation costs as reflected in price indices. Evaluates cost and price data submitted by offerors to support direct and indirect costs and fee or profit.
  • Assists with acquisition planning and negotiations on cost and price, technical requirements, and terms and conditions of the contract.
  • Assists with contract administration. Plans and conducts post-award conferences to assure understanding of contractual requirements. Following awards, monitor all phases of award and closing, including assessment of technical progress and performance. Evaluates performance related to delivery and cost, recommends position to be taken by the Government on consent actions, recommends remedial action for problems as they develop, ensures effective use of Government property. Assists with settling a variety of claims and negotiating settlement agreements and assists with closing out contracts when completed or otherwise terminated.
  • Performs market analysis to determine availability of the requirement or offerors. Monitors industry factors related to the requirement, such as strikes, shortages, and inflation. Analyzes market trends, availability of specialized expertise, and technological advances. Assesses the impact of socioeconomic considerations on contract actions. Reviews industry publications and meets with industry representatives to acquire or exchange information.
  • Assists with financial assistance administration. Manage and coordinate a grants portfolio including inter-agency agreements and Cooperative Agreements. Evaluate grant proposals and provide guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, interagency and intra-agency agreements and memoranda of understanding. Following awards, monitor all phases of award and closing, including assessment of technical progress and performance.


Qualifications

  • Bachelor’s degree from an accredited university or college in the appropriate discipline, or equivalent with 7 to 10 years of specialized experience. Education can be substituted with proven 7 to 10 years of specialized experience.
  • At least 7 to 10 years of federal government contracting experience. Demonstrate expertise in contract life cycle support ranging from day-to-day administration to program assistance and acquisition planning, and performance metrics.
  • Expert knowledge in contract management, and or project support management.
  • Demonstrated experience in managing level of effort, support services contracts, and coordination of technical and business management between organizational entities.
  • Demonstrated experience and knowledge of contracting techniques including management principles ranging from conceptualizing, planning, design, project development, and understanding of cost, scheduling and control measures. Experience managing subcontractors and consultants.
  • Knowledge of cost and price analysis techniques to perform a variety of computations relative to labor and other direct costs, indirect costs, specification requirements and charges for preparation and dissemination of contract deliverables to determine the best value for the Government.
  • Be able to communicate and coordinate with program clients in executing procurement requirements
  • Experience in performing cost and price analysis and drafting determinations of price reasonableness
  • Extensive experience in creating contract documentation and preparing documents for review by the Contracting Officer
  • Extensive experience in conducting FAR 8, 12, and 13 procedures
  • Experience in contract management and contract modification procedures
  • Ability to obtain and maintain a Public Trust
  • Be able to do the following:
    • Execute an Option DNF and exercise an Option modification
    • Be able to execute a supplemental agreement
    • Execute an incremental funding modification
    • Craft Inter-agency agreements
    • Write and Memo to File documenting a contract change or modification
    • Edit and format documents to be presented for execution and public publication
    • Be comfortable with a high-volume workload and working with several conflicting priorities


Skills

  • Knowledge of negotiation techniques and skill in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments.
  • The position requires knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant program administration.
