Description

In anticipation of a contract award, we are looking for a Senior Acquisition Consultant who will provide expert policy-related advice to senior staff and direct technical acquisition assistance in support of agency and / or departmental leadership.
 
What You'll Do:
 

  • Provide expert acquisition policy-related advice.
  • Deliver senior level management and oversight to agency leadership as needed.
  • Analyze agency operational and programmatic requirements and develop strategic solutions along with operational and tactical plans to meet agency’s needs.
  • Duties may include researching legislative and organizational matters, recommending alternatives and best practices, reviewing organizational effectiveness and recommending improvement, and developing communication strategies for both internal and external audiences.
  • Acquisition Planning/Strategy Support - Provide advice and recommend acquisition approaches, strategy, risks, contracting methods, competition, sources, schedule, and support the preparation of acquisition plans, statements of work, specifications, and additional requirements-related documents.
  • Source Selection Evaluation Criteria – Aid in preparation of source selection evaluation criteria and make recommendations as to relative importance of the criteria.
  • Source Selection Support - Assist in preparation source selection plans, technical evaluation plans, and vendor screening plans.
  • Utilization of DHS Procurement Innovation Lab (PIL) techniques


Other Support Functions:
 

  • Provide strategic advice to Program Offices on maximizing their requirements with the available funds.
  • Develop and / or review templates for Program Offices to use.
  • Educate Program Offices on roles and responsibilities during the acquisition lifecycle.
  • Research acquisition related policy for pre-solicitation documentation.
  • Track acquisition information with 5 Year MAPS.
 
Must Have Knowledge, Skills & Abilities:
 
  • Contracting experience with FAR 6.1, 8.4, 12, 13, 15, and 16.505
  • Acquisition planning, market research, and drafting technical requirements.
  • Knowledge and skill in applying analytical and evaluative techniques to the evaluation of contract proposals and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect acquisition.
  • Must be proficient in MS Excel, MS PowerPoint, and MS Word.


Must Have Qualifications:
 

  • Applicants must have a Bachelors Degree, or equivalent, from an accredited educational institution, and least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • At least 10 years of acquisition experience with or supporting Civilian and/or DOD agencies.
  • Capable of planning, directing, and implementing initiatives having served in an executive/leadership role in high levels of government or the private sector.
  • Demonstrated subject matter expertise with all aspects of the acquisition life cycle.


Nice to Haves:
 

  • Masters Degree 
  • Current acquisition certifications - FAC-C II or above, DAWIA II or above, or NCMA certification.
  • Experience using PRISM Contract Writing System.
  • Knowledge of current Acquisition Planning processes at both the FEMA and DHS Levels
